I would say, talk to dwar, and give him the gold, like purchase.

I think DM's still like to decide to some extent who gets a house and who doesn't (although the criteria aren't too tight).

for the house I agree Kaedan should keep the control of with.. but the idea of buying trunks from Dwar or Farside could be useful
